Notion's global reach — virtually no geoblocks
Unlike ChatGPT / Claude / Gemini, Notion as a pure productivity SaaS has no OpenAI-style 'country allowlist'. Its website (notion.so), apps (iOS / Android / desktop), and API (api.notion.com) are directly reachable from nearly all countries — including mainland China (just slow), Russia, Iran (even with few users). The only restrictions: (1) US-sanctioned countries (Cuba / Syria / North Korea) — Notion's ToS excludes service but it doesn't actively detect/reject; (2) Enterprise tier offers data residency (US / EU / AP) — but residency ≠ access restriction, it just chooses which continent's AWS region stores data. Mainland China users usually open notion.so without VPN (occasional 2-5s first-screen delay). Since 2023 Chinese enterprise Notion use has faced data-compliance scrutiny and some companies voluntarily switched to domestic tools (Feishu / Yuque) — not a Notion-driven exit.
Notion AI has its own boundary — bound by OpenAI's country limits
This trips up many users. Notion itself is globally available, but Notion AI (AI summary / translation / writing assistant) runs on OpenAI GPT backend and inherits OpenAI's country limits. If you're in mainland China / Iran / North Korea / Russia / Belarus / Cuba / Syria (OpenAI-blocked regions), enabling Notion AI throws 'Notion AI is not available in your region'. Fixes: (1) VPN to US / EU (an OpenAI-open region) — Notion AI judges by current IP country; (2) Enterprise tier has some flexibility to swap AI backend (Anthropic / custom model), but Plus / individual can't. Notion AI is $8/mo/user, billed separately from the main subscription, and cross-region signup works — as long as your IP is OpenAI-allowed and you pay with a US credit card.
China access-speed optimization — matters more than VPN choice
Mainland China users' main Notion pain isn't 'can I' but 'it's slow'. Notion runs on AWS US-West + Cloudflare core, and China cross-border to US-West typically runs 180-300ms, plus GFW-degraded Cloudflare edges — first-screen is 3-8 seconds. Optimizations: (1) pure acceleration — commercial CDN (router-level WARP / VPN Japan / Singapore nodes) — first-screen drops to 1-2s; (2) switch to HK / Japan / Singapore IP (APAC-close) — Notion auto-routes to nearest CDN edge, feels faster; (3) local cache — desktop app has offline cache, slow first open then fast; (4) Enterprise tier with AP data residency improves China access 50%+, but Enterprise-only. Cross-region subscription + AI add-on money-saving
Notion subscription pricing is globally uniform ($10/mo Plus), no Argentina-style 7x discount. But Notion AI ($8/mo) inherits OpenAI's region rules — China users must go cross-region. Recommended path: (1) main subscription in any region with any payment (US / EU / Japan / India all same price); (2) Notion AI cross-region: keep US VPN + US credit card + US billing during signup → after AI is enabled, daily use can switch to any VPN (Notion AI isn't real-time IP-checked, it's ok-once-subscribed); (3) Business $15 users get some AI credit baked in, no separate add-on needed. Enterprise compliance and data residency
Notion Enterprise is the compliance cornerstone.
