Verdict
Want universal global IM, reach contacts across US / EU / Asia / LatAm, enterprise customer service → WhatsApp (2.5B network effect). Already on Facebook, want IG DM interop, don't want to expose phone number → Messenger. Both unavailable inside the GFW. WhatsApp VoIP is blocked across more of the Middle East (SA/AE/QA); Messenger VoIP only in SA. VPN-wise: WA is 1-star (residential node enough); Messenger is 3-star (slightly stricter).
